mirror command

It would be nice to be able to mirror a repo from github to gitlab, under the same namespace (org or user).

It would create the gitlab repo if it is missing, and set it up as a sync, but have a manual sync command also.

Mirroring is a project management process which I don't think lab wants to embrace: empty project creation + project mirror configuration + external authentication + ....

It can get really tricky and I don't think it relates to the actual development workflow that lab tries to facilitate. With that, I would vote against its implementation. But it's up to @zaquestion decision.
