Try to swap controllers mapping in game, so it's a chance that correct controller gets FFB. I don't remember exactly, but this game probably supports FFB only on first controller.......

I'm aware of this issue, it's annoying also for me. I'll try do improve it, but when I'll do it is unknown so far.
In meantime consider changing these parameters to higher values: 
You can reduce the buffer. No need to set maximum. I don't want disk cache for now. --- Install jemalloc and re-check with: `LD_PRELOAD=/usr/lib/libjemalloc.so MALLOC_CONF=narenas:1,tcache:false,dirty_decay_ms:0,muzzy_decay_ms:0 QMPlay2`
On Information panel you have buffer info, example:  What it shows?

I noticed your video URL can't properly seek (also other players have issues).
