This is still an issue in `v2.13.0-db1569ae`. My robot account has all permissions on all projects and is still getting a 403 when trying to create a project robot account....

Organization and Repository level access token

This would make it way more secure when using ArgoCD in a kuberentes setup. This way we could give a more fine grained access based on the orgs.
