If spack community prefers not to include binaries that are statically linked, (thus depending on `glibc-static` libc.a and libm.a) please let me know and I can refactor this patch.
@haampie I removed the static linkage, but the rest of this change should be considered, as it fixes the build of broken package.
As per #26647 there is report of 1.55.0 version of boost fixing a compilation problem on Centos 8.3, so I modified my commit to leave the boost version as is.
