Tested on prod cluster with and without LOGICAL_GOOGLE_APPLICATION_CREDENTIALS env var set

Hey zalando this seems like a fairly simple PR? Can anyone take a look at it?

I see it's targetting 1.15.0 but I believe this could be an easy cherry pick? Especially for those on postgres 12
