Hello,

Similar to #1849 Allow change etcd version. Allow v2 (default) and v3 (which are currently supported by Patroni)

I'm not agree with the author (of #1849) to bring username and password at operator level. (they should be defined through Postgres CR)

etcd-v2 storage backend will be removed in etcd 3.6 which encourage the use of etcd-v3.
