Okay, it didn't complete using cmd.exe, complaining about a missing `/usr/bin/env` I worked around it by dropping down into git bash and running that same command.

How long have you waited? Are you sure it's hanging? Theres a huge 2.5 gb download for pytorch.

There's a docker file, can you try that and see if it works. It's a linux build. Took a lot of time to get it to work. This may clue...
