[NEED PRs] "Masked" background mode fails Y-translation on LGUX 9

Check the updateWallpaperLayerIfNeeded() method (and specifically the setTranslate() call inside it) if you'd like to help figure this out.

Currently, the Y-translation works on a Galaxy Note9 on One UI 1.0, an OPPO Reno3 Pro on ColorOS 10, and a OnePlus 6T on OOS 10. On LGUX 9, it's offset incorrectly by at least 500px (on an LG G6).

I don't know matrix transformations very well, so I may be doing something wrong.

It also seems to fail on AOSP 7.0.
