Is this a "WebExtension"?

This is an Chrome extension with great utility!

I was wondering, @zach-adams, if this is a "Web Extension"? In other words whether it will keep on working in the future (i.e. still working by June 2018?). My understanding is that Google will retire anything not fully Web Extensions complaint starting early 2018.

It matters as some JavaScript html files (e.g. TiddlyWiki) depend on overwrite saving to be properly usable. With fallback "download saving" only it becomes overly complicated. And this extension largely solves that problem at the moment.

@TiddlyTweeter it is a web extension, it uses the https://developer.chrome.com/extensions/downloads#event-onDeterminingFilename api.
