Add a survival value for ImageMaps

Enabling this option would require players in survival mode to have a certain amount of a configurable item in their inventory in order to get a map (using new, get, etc.). Removing ImageMaps from their inventory (using delete-like commands) would refund them entirely.

An integer ratio option would be added in order to "nerf" ImageOnMaps (example : 2 blank maps = 1 ImageOnMap, a ratio of 0 would disable the functionality entirely).

This is obviously useful for surival servers that allows their players to use ImageOnMaps, so they are not completely free, therefore limiting abuse.

To resume this feature:

  • Be able to make a whole image glow using glow inc sac (use 1 per item frame that is not glowing)
  • Survival craft:
    • [R][G][B] R: red dye, G: green dye, B: blue dye
    • [Gl][P][Gl] P: paper, Gl: glass
    • [R][G][B]
  • being able to configure the ratio of maps used per render
  • fixing map duplication issues
  • uncraft an IoM map back to a survival map (mill stone or cartografer table?)
