introduce goreleaser

Hello sir,

I would like to be able to install gobetween via .debs, and .rpms. I prepared a goreleaser config, maybe you can have a look and give feedback if this is something you would like to have :)

For final testing, I suggest triggering the CI run in my fork to see if it would work
