It is not possible to disable jdtls compiling the files, this is how it works...
It is a bug/limitation.
Sounds like you havent installed gdb
most likely you are starting emacs with different PATH.

IMO not getting the focus is better than getting the focus all the time. Ideally, we should not introduce regression compared to the previous behaviour of the popup.
