Add a command file for the wiki

I saw that some issues were created just to have commands to mute the chat or other, I propose to create a category in the wiki that would display all possible commands (options already available in game but less practical) and potentially review the description of some commands.

/commands Prints all available commands
/help <command_name> Gives description and usage info for a command
/help Prints this message
/time Tell you the current time limit
/streak Tell your current kill streak
/ping Tell your current ping (time for your actions to be received by the server)
/rules Show you the server rules
