Network Drives Don't Show When Ran as Administrator

Description of Issue

Network drives only show up when running yuzu as normal user.

Expected Behavior

Network drives to show up when running yuzu as admin.

Reproduction Steps

1. Run yuzu as Administrator on Window 10.
2. Try to map folder to games.
3. Network drives that are mapped don't show up.
4. Close yuzu and run normally.
5. Network drives do show up.
