Yuzu will only pass controls properly if set to "joycons docked"

So after spending a day top to bottom trying to sort this out myself, Ive narrowed it down as best I can as a user.

If yuzu is started from its exe or a windows shortcut, and I map controls in docked mode life is good.

If I try to launch yuzu (or a game directly) via a steam shortcut, controls arent passed.

If I launch yuzu via a steam shortcut, and map controls there, life is good again.

The problem is, doing so causes yuzu being launched from within windows to lose controls again. Its either one or the other.

Normally the controls should be mapped from within the emulator, and passed to steam, done. This is not the case when "use docked mode" is selected.

If i map from within the emulator, as "joycons docked" instead - all is well. Controls are passed to steam and life is good on both sides of the fence. (apart from the ugly graphics)

I realize the go-to for things like this sometimes end up in the "we dont support outside software" bin. However seeing as its the first emulator ive ever experienced this with, and the fact steam is likely to be used pretty heavily by the userbase long term since its.. steam. I hope that its something simple that can be resolved at some point. Since the controls are being passed via undocked, I have to assume its a bug with the docked setting as opposed to something dramatically different under the hood.

Probably worth noting (in case it helps narrow down the issue) that if I set yuzu to run as administrator, it will pass controls even in docked mode - but it causes more issues than it fixes.
