feature request: cheat manager

What feature are you suggesting?

Implement cheat manager like in ryujinx:

Without this menu cheats like "60 fps" for persona 5 simply will not work as there is no way to actually enable 60 fps as there is not cheat menu.

Why would this feature be useful?

This feature is required to use certain (or all, i am not very knowledgeable in this) cheats.
