One spurious thing I found is that minissdpd provides both init file and native .service file... Maybe they conflict each other? Is the issue reproducible when you disable and stop...

I prefer that sd-lldp-rx instead of networkd builds json text, that is, introduce `lldp_rx_build_json()` or so in sd_lldp_rx.c.
