[BUG]: Missing option to non-autogenerated to existing language or Translate autogenerated to anything

Steps to reproduce the bug

Play foreign language video with no captions

Under subtitles, there is only an option for "disabled". Under "Subtitles (autogenerated)" there is an option to autogenerate into the foreign language. However, there is no option to translate the autogenerated subtitle.

Play a foreign language with captions including "english". (Some (usually asian) videos use english to place romanization subtitles that arent in english)

Under subtitles, you can switch between "english" and whatever foreign language is native. Under "Subtitles (autogenerated)" there is a long list of languages you can translate the caption to but English is MISSING. Probably because it is listed under subtitles.
Actual behavior
Option to translate autogenerated captions is missing.
Option to translate existing captions into a language already listed under subtitles is unavailable

Would love for this bug to get some attention.
The original post went to much more detail, but for me, I never see any auto-translate options any more. There is only the choice for auto-generated subs in the original spoken language, which doesn't help most since if they can't understand the original spoken language, they won't be able to read it either.
The option to auto-translate to any of many languages existed before but got list sometime around the 403 error fixes.
Since many videos never get official subs, the auto-generate+auto-translate was a needed option to at least get the gist of what is going on.
