[BUG]: freeze when video starts

Steps to reproduce the bug

Play a video.

Actual behavior

Video plays for about 1 second, then freezes. About a minute later, playback resumes.

Additional information

May be related to frame rate switching.

Doesn't happen every time, it's random.

Does it happen with different codecs (VP9, AVC) or non 60fps videos

VP9 60 or 30 FPS. I will keep checking as it happens and update if any more combinations do it.
