[Enhancement] Add ArchWSL to Winget

Adding ArchWSL to Winget would turn the commands for installing scoop and then installing ArchWSL into one simple command using a windows built-in service. https://github.com/microsoft/winget-pkgs

It can't because winget right now has not implemented a way to install certificate separately for uwp apps. https://github.com/microsoft/winget-cli/issues/424 It can come to winget if later version come with an appxbunle file that included the certificate.
