This PR makes the following changes:

1. Adds a note for users relying on tombstone records about the usage of new properties introduced in the YBExtractNewRecordState to convert all delete records to tombstone records.
2. Adds SQL instruction to create a procedure to set the GUC yb_disable_catalog_version_check.
