[YSQL] Auto-analyze incremental catalog cache refresh

Description

This is one item to keep track of incremental catalog cache refresh for auto analyze. Incremental catalog cache refresh is a general optimization. It benefits a large range of SQL DDL by saving the overhead of reloading PG cache on all PG backends. Auto analyze service runs ANALYZE commands which increment catalog version.
