[DocDB] Data Integrity issue is seen after implementing 'docdb: Filter intents by min running hybrid time during tablet bootstrap' (D35639)

Description

Summary of testcase

• This is a CDC testcase
• We are loafing data to YB table and validating data in CDC sink, in iteration basis
• There are various server side nemesis happening and connectors are also restarting

Observation:

• The count of rows on source YB table keeps changing, though workloads on it stopped.
• Regression seemed to be between 2.23.0.0-b490 and 2.23.0.0-b509. Suspecting https://phorge.dev.yugabyte.com/D35639, also ran on b496 and b498 (b497 was a failed build). Runs succeeded on b496 and failed on b498.
