[YSQL] Enhancement for yb_terminated_queries

Description

As we are implementing yb_terminated_queries to track the queries which are being terminated due to abnormal reason.

We should do the following enhancements

  1. Allow yb_db_admin role to act as superuser to view all the queries
  2. Display the Normalize the queries only. I.e. predicates are replaced with $1,$2 etc..
