I can't init the .exe

Well, I was excited about the project, however, when following the step by step, I was unable to initialize jvms.exe. Even opening cmd with administrative permissions, when I go to the folder where I extracted the .exe and run it with the "init" command, the terminal returns "set Environment variable JAVA_HOME failure: Please run as admin user", and already I have JAVA_HOME set and ran the Command Prompt as admin
