Improve the way we handle scaling of scalable nodes requirements

Description

Tosca doesn't seem to handle natively the horizontal scaling of this kind of requirements. For some requirement types, the nodes owning the related capability need to be scaled too. For others, it doesn"t. So actually, we have some specific code for block storages, network and IP address assignments.
