EOM Plugin Question

Hello, Do you know how to get started/If it would be possible to create the following plugin for EOM. I'd like to add a new menu item, perhaps called "Catergorize". Under that you can load a sqlite database. The database would have a series of checksum (of the images) and associate each checksum to a series of tags. Next I'd like to overlay some buttons that if clicked would add the tag to the database. The idea being to categorize images.
