The IVpnPlugin seems to cease working once the foreground app is closed

When closing the foreground app, the VPN routes are still set but the background code seems to be killed as well, leaving the system in a broken state.

I tried adding capabilities like extendedBackgroundTaskTime, extendedExecutionUnconstrained or extendedExecutionCritical, but it doesn't seem to change anything.
