App only outputs to default audio source

I am trying to route the audio through a virtual audio cable. I am trying to do this by opening the volume mixer (App volume and device preferences) in settings (windows 10) and manually selecting the output to go through my VAC, but despite that it ONLY outputs through the default audio device.
