Can you put the trash can at the top of the page by the refresh?

Some of us constantly clear cookies even while on the site. Some of us have small screens on our laptops that don't show both the top and the trash can at the bottom. For those of us who make cookie-quick-manager our home page and open every site in its own tab, have small screens and constantly clear cookies, it would be nice to have a trashcan always showing.
