Considering that [the linking would be done in Cabal 3.12](https://www.reddit.com/r/haskell/comments/1c5z725/iog_ghc_update_27_iog_engineering/l04676q/), wouldn't it make most sense to just gate the buildability on Cabal 3.12 in the cabal files?
