Cannot build for 3DS

I'm honestly not sure if I'm doing this right so it could be my mistake however I'm trying to compile for 3DS I cloned the repo and opened MSys2 from devkitPro changed into the buildtools folder and ran the make -f Makefile.3ds command resulting in the error below: image

Did I do something wrong or is this a bug?
