Handel soft bounces on AWS

In the Error handling lambda function, do not treat a soft bounce with the following attributes:("bounceType":"Transient","bounceSubType":"General") as a bounce.

This is caused by transient problem such as an out of office notification and should not cause a deletion of the user's requests.
