You can't decline a call when you're not in the app and the notification doesn't clear when the call ends.

Steps to reproduce

1. Call someone
2. Exit the app, decline the call, or wait for it to automatically.
3. Call continues in notification

Expected behavior

When the call ends, clear the notification and decline the call from the notification.

Actual behavior

Exit the app
