Add Hide NTSC and PAL to Settings

We should have a way to filter out PAL or NTSC romsets.

It should be in the Settings, same place as Hide BIOS and Hide Clones

I don't know if we can really tell if a machine is PAL or not with out groveling at the screen data and looking for something near 50hz
