"to hit" modifiers are ignored by wayfinder

Strikes on pf2.tools have the option to add modifiers to hit (and other stats), but while die quantity, size and damage bonus seems to work perfectly, the "to hit" modifier is always ignored:

I wonder if this is related to something I found today, where the Frightened condition is taken into account for melee attacks but not spell attacks. (You can see the -1 appropriately being deducted from the Rapier strike, but not the spell attack).

You can see that on pf2.tools, the strike values are right for both the spell and the rapier, but they don't translate over right.
