Observed with 0.4.0-beta on Windows 11 x64, likely affects all OSes.

Description

The custom EXE installer introduced with 0.4.0-beta always spends a long time at 3%, then at 16%, sometimes completely stopping permanently. In some tests in Windows Sandbox (11), installation took 30 minutes to complete even with dependencies already installed.

Steps To Reproduce

1. Download & run EXE installer
2. Click through license and confirmation
3. Observe installer spends a long time at 3% or 16%

Expected behavior

Installer should complete in a timely fashion given favorable download speeds.
