Shuttle console can call (atleast) 2 shuttles at once

If you press the call shuttle button several times quickly, you can occasionally get two shuttle stacked ontop of each other

Reproduction

1. Have the shuttle bay empty
2. Call shuttles very rapidly
3. (sometimes) Have multiple shuttles

This also seems to cause the floor tiles to become unremovable (but a shuttle can still be called) (It might also be causing the shuttles to lose power)

I'll look into this more, but it tends to happen when the server shits the bed because of atmos related issues (which fucks up backend stuff)
