Short Description

Telekinesis cant access consoles and cant use things like buttons, airlocks, doors, etc.

Reproduction

1. Use a telekinesis mutator.
2. Try accessing a console, vendor, machine, from far away.
3. Nothing happens.

Additional information

I've seen people talk about telekinesis not being able to open consoles as a feature, or something that was decided by the dev team. I'm almost sure it isnt. This PR has tried to fix it but to no success: #17396

As for the thing with it not being able to use buttons, open firelocks and interact with another couple of things, I believe it broke with the change from intents to combat mode: #21883
