Adds Camera Laser Gun Upgrade to Malf Modules

Adds a purchasable upgrade called "Upgrade Camera Laser Gun" to malfunction modules. It costs 30 CPU. It changes the projectile shot out of the camera laser gun to be heavy lasers. This means 2x damage, increased chance for wounds, and setting stuff on fire.

If upgrading is not possible, grants the non-upgraded camera laser gun ability instead.

Why is this good for the game?

Lets AIs who get the rare combat upgrade from lavalands/junglelands to try out the camera laser gun instead of hoping to roll traitor. Rewards traitor AIs (only them since malf is disabled) with a cooler camera gun if they also somehow get the rare combat upgrade.

Testing

Gives non-upgraded action when buying upgrade after giving malf upgrade to non-traitor AI. Action upgraded when buying upgrade when malf AI.
