Description: 100% an oversight, but a really bad one. Prob removed in the law manager PRs, AI no longer has a verb to state laws in their statpanel, leaving their HUD (which might be broken sometimes) as the only real way to do it

The law manager PR doesn't remove any verbs from the AI except radio channel changing verb.
