shields no longer have 100% guaranteed chance to block everything
Theos brought this gem of an override file on the discord. At first I didn't believe him, because a 100% block on shields seemed so stupid, but testing on a private server proves that it's true. What the fuck. Testing with a varedited shield with a ton of HP, nothing gets through the shield. Not bullets, not melee, not thrown stuff. The only thing that gets through is, obviously, energy weapons. These things can be printed from the security protolathe for essentially no cost once a very basic technology has been researched. They're an extra 75HP for you, with absolutely no downside. I made this PR whilst intending to tone down how strong shields are, but this explains why they are that way!

This was an intentional pr that was made, and I prefer it that way because I hate rng in combat. Also shields have zero block chance when you hit the wielder from the side or behind, which can be abused in an open space.
RNG is undesirable to have in combat (the cool kids will remember how disarm used to work), This is an ided, Shields are exploitable, especially if you are not trying to outrobust shield enjoyers by yourself.
All in all, I would say no. Sorry you had a frustrating time with them.
RNG is a shit mechanic. Reduce the health if you want more attacks to be able to go through.

RNG is not an outright negative game mechanic and there are plenty places where it can belong unintrusively
block chance is why one may opt to choose buckshot over slug rounds for instance
Can something be considered for shit like xeno's acid spit then. I don't mind shields getting slapped a bit since they arguably need a nerf but removing the one not-even-hard counter to a xeno shoving all its hard stuns at you is just hell.

Mech, also xenos suck anyways and shields being OP doesn't help with xenomorphs having a billion stuns

Yes, all this does is remove the override file, and makes shields work using the procs in shields.dm, which makes them chance-based (the file lists all the chances, wooden bucklers have lower block chance)
