Reduce E_STRICT error messages

Added static keyword to reduce E_STRICT error messages.

Okay, this change I want to hold off on for a bit. I've been thinking about it too. Basically, I want to allow people to still access an version of FX.php that will work with older versions of PHP, and then bring FX.php up-to-date with PHP's updated object support.
