Support numpy 2.0 and pandas 2.0

Breaking Changes:

  • Numpy 2.0 require Python >=3.9
  • Drop support for Python 3.7 and 3.8

To be honest, I haven’t had much chance to work with Python let alone Avro recently, so I haven’t been able to keep up with the current state of the project at all.

I would really like to be supported to someone who is actively using it, but I haven’t found a clear path for doing that yet.
