Colorspace: publish config data with rootless path

We are currently publishing the representation's colorspaceData with an absolute path and a template. However, these are not usable because the absolute path might not work on different platforms, and the template requires formatting data that we are not publishing with the colorspaceData.

It would be better to publish the path using a rootless path and remove the template. Since we can now publish the OCIO product, it would also be good to add a representation ID if colorspaceData refers to a published OCIO product.
