Activities: insufficient project files clean-up trigger

Story

Project files clean-up background process is now triggered only by patching an activity. That is insufficient as in edge cases clean-up is never started.

To reproduce

Steps to reproduce the behavior:

  1. create a lot of activities with a lot of files
  2. don't update anything
  3. watch your storage fill

Expected behavior

More events should trigger the clean-up.
