Extract otio file plugin must have specific filters

Describtion

Bug is related to hot fix PR https://github.com/pypeclub/OpenPype/pull/3856 . At this moment is plugin openpype/plugins/publish/extract_otio_file.py processed on all instances with workfile family in hiero, resolve and traypublisher, which cause issues in traypublisher where workfile is related to otio only for editorial publishing.

Suggested solution

The family filter should be changed from workfile to something very specific like otio.timeline. All instances that should be processed by this plugin should have the family in instace.data["families"].
