Frame range with included handles

Feature

there is a request to be able to handle frame range as if it include handles. Currently, handles are added from outside, so for frame range 1001-1050 and we had handles to start and end. But we should be able to handle frame range like having frame range 991-1060 and fill handles with black if necessary. Seems like this is necessary for certain workflows with Flame.

With https://github.com/pypeclub/OpenPype/pull/2815 being closed after some discussion - should this issue also be closed along with it?
