Doesn't seem to work in 2.6.9

I can't get it to work. I added a comment with TODO in it and it still shows that I have none.

I also have tried adding TODO's in various commenting formats and can not get any to show in the sidebar. Can you please provide the proper syntax for a TODO, etc in order to show in the sidebar?
