[FEATURE] Improved Recognition of Blocked Words

Currently the bot accepts and bans words based on regex but the current implementation is insufficient to protect against any spammer who can use Unicode. Of note are the Unicode confusables list and non-printing characters, either of which would effectively and easily "allow" a blocked word into chat.
